Biography

John Milliken is the chairman of the Board of Commissioners of the Virginia Port Authority and has served in that position under five Virginia governors.

Prior to his service on the Port Board, he served in a number of transportation related positions in state and local government including the Commonwealth’s Secretary of Transportation, member and chairman of the board of the Washington Metropolitan Area Transit Authority, elected member and chairman of the Arlington County Board, and a member of the Transportation Planning Board of the Washington Metropolitan Council of Governments.

A graduate of Haverford College and the University of Virginia School of Law, Milliken practiced infrastructure law in the Washington area until his retirement from Venable LLP in 2015.

PROFESSIONAL EXPERIENCE

    Led the infrastructure practice at Venable containing a mix of transportation, land use and environmental issues. The typical project involves the planning, developing, financing and implementation of major infrastructure projects in the Washington Metropolitan Area and across the country. Examples include the extension of the Metrorail to Tysons Corner, Dulles Airport and Loudoun County; rethinking, replanning and rezoning the Crystal City area of Arlington County; replacement of the Woodrow Wilson Bridge over the Potomac River; and the design, financing, construction, and operation of a new toll road around Austin, Texas.
  • Partner, Winston & Strawn, 1979-1990
    While simultaneously serving as a local elected official in Arlington County, my practice consisted of pursuing federal legislative and regulatory issues for clients headquartered in the firm’s home city of Chicago.
